Sound Horeg: From the Streets to Cultural Recognition

What is Horeg Sound?

Term Sound Horeg comes from the words "sound" and "horeg" which in Javanese means "to vibrate". This phenomenon involves the use of a large audio system mounted on top of the vehicle, producing a thunderous sound of music that creates vibrations around it. Initially popular in Malang, this trend has spread to various areas in East Java, such as Banyuwangi and Jember.

One of the cultural expressions of the community until this moment is still often a hot topic among the public, not only in the East Java region, almost all Indonesian people know the sound of horeg.

Unfortunately, in the celebration of sound horeg it is often accompanied by several things that are quite unsettling to the community. Often horeg sound is considered to disturb public order, damage public facilities, and damage the environment.

IPR Protection for Sound Horeg

The Ministry of Law and Human Rights (Kemenkumham) of East Java sees the potential of culture in sound horeg. The Head of the East Java Regional Office of the Ministry of Law and Human Rights, Haris Sukamto, stated that sound horeg is the work of the nation's children who deserve IPR protection. However, because this phenomenon is communal and does not belong to a specific individual, IPR protection will be given to the community, not the individual.

"In the future, we will give awards to the actors or creators of ideas, in the form of this horeg sound, because this is the work of the work," said Haris Sukamto.

Relevant Forms of IPR

Some forms of IPR that can be applied to sound horeg include:

Copyright : Protect the distinctive musical or arrangement used in the sound horeg. Copyrights protected in sound horeg must of course meet the terms and conditions of a work that can be said to be copyright.

Industrial Design : Protects the unique and distinctive visual design of the truck or audio system. With industrial design, of course, the form of creativity in arranging the aesthetics of horeg sound can be protected.

Traditional Cultural Expression (NRE) : Protect cultural expressions that grow and develop in the community, such as the use of sound horeg in local traditions. But before registering sound horeg as NRE, sound horeg must meet the requirements of NRE itself.

Between Culture and Controversy

Although sound horeg is considered a cultural expression, not a few criticize it as a source of sound pollution. Several incidents, such as property damage and disturbance of residents' comfort, are a concern. However, the East Java Ministry of Law and Human Rights emphasizes the importance of coaching and regulation so that this creativity can still be enjoyed without disturbing the community.

The East Java Ministry of Law and Human Rights plans to establish communication with the sound horeg community to encourage legalization and recognition of their work. This step is expected to provide legal protection while encouraging the development of a creative economy based on local culture.

All things must have positive and negative sides, as well as the sound of horeg. Although the majority of people consider that sound horeg has a negative impact, the government sees the potential that will benefit many parties.
